"Pancho" as he likes to be called had grown up on the rough side fo the streets, and yet managed to get through college and become a cop. Getting burned out from what he had seen, and the lack of money he was using, he became a "dirty" cop using his badge to hide behind the real man. He also picked up on a perverse sense of justice as well, like "what are rights...they shouldn't exist for the evil."

There is a whole list of civil rights violations against Officer Valencia, but the few witnesses had ever come forward. Those that did suddenly became very fearful, and others ended up dead. He always seemed to end up just one step ahead of getting into trouble
So, if you were the chief of Miami's finest, how do you get someone like Valencia out of your hair?
