Background/History:
Fourteen years old is an impressionable age for most boys. Jian-Wa Muoi was no exception. A normal kid growing up in New York City, his life was in ruins five days after his birthday. Costumed heroes showed up to help police apprehend two crooks, who were robbing a jewelry store. Jian-Wa was badly hurt, and remains permanently disabled from his injuries. But he lived; his mother and two sisters were killed.
Jian-Wa didn't blame the burglars, however. He blamed the costumed heroes who showed up to stop them. It was their attempts to capture the criminals that caused his family member's deaths.
His father went into a rapid spiral downward into depression and alcoholism. He ranted about the costumed heroes, the police, the owner of the jewelry store that was being robbed. He would even blame Jian-Wa from time to time, beating him for being there, for not preventing it, for surviving when the others had not.
Less than a year later, Jian-Wa's father was dead, killed in a crash after being pursued by the police for drunk driving. Jian-Wa went to live with his grandfather, but never released any of his anger.
He disappeared after high school, reappearing nearly eight years later. He refused to tell his grandfather anything about where he'd been, but he had changed.
His anger was more refined now, more controlled, and much stronger. Jian-Wa had become darker, colder. He intended to make his mark now.
Not only had his anger with heroes and law enforcement remained, but it had grown, and he now had the ability to do something about it. He is determined to use those abilities the police, society in general, and those costumed clowns pay for a young boy's life being destroyed.
(OOC Note: This is a brief overview; the character himself is far more complex than this simplistic description. Despite his anger toward many authority figures and so-called 'metahuman heroes', he remains a hurt and sensitive young man, striving for acceptance and approval.)

Skills of Note
Jian-Wa has tremendous skill as an electrical engineer, based in some small part to his abilities. He has received extensive collegiate training and education in that regard, and the concepts come naturally to him.
Jian-Wa is also a highly trained martial artist. From a very young age he has been taught various forms of Judo, Aikido, and Gung-Fu. He relies heavily on Judo for the most part, due to his injuries.
Side note on Jian-Wa's physical condition: Jian-Wa suffers constant leg, hip, and back pain due to injuries suffered as a teenager (see History). He has foregone pain medication due to its near-total lack of effect. Some traditional therapies provide minor temporary relief, but he still must deal with the pain at all times. He also requires the use of a cane when walking anything more than very short distances. Despite his injuries, he is still an accomplished fighter, and more than a match for an untrained opponent.
Powers/Abilities
Jian-Wa possesses the ability to generate discharges of pure bio-electrical energy. He can regulate the power from very minor tingles (which for others can be physically therapeutic) to a fatal blast. At its strongest, it can melt many metals.
Jian-Wa can also transform himself into a being of nearly pure bioelectrical energy, from which he can generate his strongest discharges. In this form he has enhanced strength, speed, reflexes, and durability, as well as the ability to fly. He can also for a short time completely change over into an energy form, which being insubstantial renders him immunte to most physical attacks. This form requires intense concentration, however, and has proven vulnerable to metal-based attacks.
