During the Late 70's, Ned Buckman held the reins as leader of the Inner Circle, then known as the Council of the Chosen. As White King, Buckman, followed his own endeavors, carelessly throwing the Council's financial and technological support behind unfavorable attempts to capture and experiment on humans with special abilities. The leader of such experiments was Dr. Steven Lang, he maintained if he could understand the genetic make up of these special he could also deliver them to Buckman as a controllable army, however Dr. Lang's endeavor ended in disaster, when the Lady Imperial demanded Buckman be removed. White Queen and mutant, Paris Seville, with the Sebastian Shaw, then the Black Bishop, seized the opportunity to turn the White King out of office. This coup allowed Sebastian Shaw to step into the place of The Black King and become the new leader of the Council. It was Shaw who renamed the Council of the Chosen to the Inner Circle, and settled in as master of the entire Inner Circle.
As leader Sebastian Shaw worked closely with his allies but also attempted to branch out and increase the Inner Circles populace, despite the Lady Imperial’s reservations of his motives. This quickly earned him disfavor with her and the English Court. Sebastian Shaw was not only head of a major corporation also a mutant, so he saw to it that a majority of the Inner Circle seats were given to other like minded mutants. The Lady Imperial and the English Court saw this as an act of treachery, as it seemed Sebastian Shaw was attempting to over throw the Inner Circle and remake it in his ideas, which would endanger the English Court. Immediately the Lady Imperial began the training of who she intended to make King and Queen of New York's Inner Circle, once her plans of having Sebastian Shaw removed were complete.
During a vacationing trip, it was thought that Sebastian Shaw was murdered by the Lady Imperial’s personal assassin by causing an avalanche. Upon reports that Shaw had been killed in an avalanche, Friedrich Von Roehm assumed to take the seat vacated by Sebastian’s death as the White King. However Sebastian Shaw resurfaced not long after and instead of fighting with The Black King knowing he had no chance, Von Roehm stepped down once more allowing Sebastian to sit as the Black King. Despite all the attempts against Sebastian Shaw's life, he remained Black King of New York's Inner Circle for longer than the Lady Imperial would have liked. Being he was always under heavy guard, many of the attempts were thwarted, until his actual death by an unknown assailant on a business trip to California. After Sebastian Shaw's confirmed death, Friedrich von Roehm once again took the throne of the as White King. However, von Roehm’s reign was not to last. Fredrick von Rohem was still considered to be a part of Sebastian Shaw’s Circle by the Lady Imperial. She dispatched Shinobi Shaw and Natalia Giovanni, her adopted daughter and Sebastian Shaw's own son, both of whom had been brought up under the Lady Imperial’s extensive training to be King and Queen of New York's Inner Circle. Lady Imperial wanted Shinobi Shaw, a King of her own making, to remove all previous Circle members and take his fathers place as King of the Inner Circle New York. Friedrich von Roehm was not ready to hand over what he felt was rightfully his. This lead to a very chaotic time for the Inner Circle, already Lady Imperial had a foot hold within the Hellions for the NYC Inner Circle branch; they helped Shinobi Shaw and Natalia Giovanni's plans along, by allowing them access to places they should not have had access to. Shinobi began the onslaught with seeing to the death of von Roehm. Shinobi continued on with removing the remainder of those loyal to Sebastian Shaw and Fredrick von Roehm, with the help of Natalia, making a very clear message. The message that Shinobi Shaw was the rightful successor to his “father’s” throne, and any who did not support this would fall under him.
Rumors began to surface within the ranks of the Inner Circle members that Shinobi and Natalia were not in this act alone and had help. This rumor sent a streak of panic into the remaining Inner Circle members, as they began to question one another’s loyalty to their group. There was truth in the rumors, however it was none of the Inner Circle New York members, but rather members of the Hellions put in place by the Lady Imperial that aided Shinobi and Natalia. Once the disappearance of the previous Inner Circle was complete and quieted down, Shinobi took his rightful place as the Black King.
As with all past events, some repeat themselves. Due to an internal struggle by usurpers, the New York City Inner Circle took a downward spiral from the agenda of world domination. It took months to cleanse the stains brought on by several members of the former Inner Circle and Hellion ranks, along with erasing memories to ensure the secrecy and security of the Inner Circle’s agendas. During this period the Lady Imperial took the task of cleaning up the mess into her own hands and disbanded the remainder of the Inner Circle; leaving the Hellfire Club NYC void of an active Inner Circle. During this period General Memberships for outstanding members continued. Under the cover of business for Shaw Industries, Shinobi left for Hong Kong, and Natalia was sent back to cover Steed Enterprises International in London. Recently Shinobi Shaw and Natalia Giovanni have returned to New York City to reclaim their seats as Black King and Black Queen. Quickly rumors began to swirl through Inner Circle groups throughout the world that the New York City branch is once again more active then ever, and ready to set the plans of world domination into motion.
