There is no obvious reason for him to come to the City, he (apparently) just took a notion. In time it will be played out why he has come to town. He is an affable enough biker kind of dude, but an astute person would notice a subtle strength in his posture, a slight edge in his voice, a voice that was used to command; perhaps because he is an ex Marine Recon, Special Forces Trooper.
